Mr. Meijers is President of Luctor-Global Associates, an International Business Development
and Representation firm he founded in 2003. Services include bilateral representation,
connections to local infrastructure, search for key clients or trading partners, business strategy
development, and assistance with export requirements, ITAR compliance and counter-trade
solutions.

He is also Executive Director and one of the driving forces behind the recently formed
Dutch-American Business Accelerator, a local alliance of business people with ties to The
Netherlands, dedicated to leverage their knowledge and connections to help promote
commerce between the two countries. Different from most other help organizations,
its members also have the ability to offer their services commercially in their area of
specialization.

Frank was born, raised and educated in The Netherlands, where he earned a ChemEngr
degree from Delft Technical University. He served for six years as Air Traffic Control Officer
in the RNLAF and subsequently spent 3 years in Aruba as civil air traffic controller and
high school chemistry teacher. After immigrating with his family to the US, his employment
covered 12 years of hands-on engineering, marketing, production and executive
management in the data storage industry [Nashua, BASF, Control Data, and Memorex],
in positions running from research engineer to VP Manufacturing Operations. In addition,
Frank graduated summa cum laude with a BSEE degree from Northeastern University
in Boston. He became a true international entrepreneur after founding his own business
here in Phoenix in 1980, initially producing test equipment for the international disk drive
community, and later computer data storage systems used in the flight simulators of NATO
and all major airlines and around the globe and in large process control systems used by
utilities, refineries and world-class government contractors on all continents. He interrupted
his Luctor-Global business for three years in 2004, holding the position of VP International
Marketing at STS/ICx, a local manufacturer of radar-based border security systems and
perimeter control equipment.

Frank has served as an appointee to the Arizona District Export Council for 8 years, and was
active in several AZ Technology Council committees. Having resided in three continents,
his Euro-American cultural background and multi-lingual capabilities have served him well
to understand the prerequisites for operating in a global market and to establish many long-
term and keenly trusted International relationships. His most recent endeavors include
assisting a Dutch company for 2 years with the introduction of their computer platform for
e-Learning in the US, forging a collaborative relationship between TU Delft and ASU in the
areas of advanced photo-voltaic research, bio-engineering, student/faculty exchange and
curriculum development, and organizing the 2-day Arizona portion of a US Trade Mission for
the Netherlands Aerospace Group in March of this year.
